What is Measure C?
Measure C is a ballot measure that would require that Costa
Mesa voters approve any future change in the Costa Mesa General Plan regulations for the Orange County
Fairgrounds. You can see the whole measure and read the ballot

What is allowed at the fairgrounds under current City
rules?
The land must be used as a fairgrounds. Total square footage of all buildings
may not exceed ten percent of the total land area.
What activities are allowed?
Exhibitions and
conferences, equestrian uses, agriculture and livestock activities, an outdoor marketplace, temporary retail
sales, concerts and entertainment uses. In addition, botanic
gardens, animal exhibits, museums, art/historic artifacts galleries, live theater, and ancillary office uses are
permitted if they are supportive of the primary fairgrounds use.
What activities are prohibited?
Any use not supportive of
the fairgrounds and events center use is prohibited.
Casinos/gambling venues, hotels, shopping centers, housing developments, self storage facilities and medical
center uses are expressly prohibited. Dedicated athletic sports
facilities unrelated to the fairgrounds use are also prohibited.
That means that no professional sports stadium could be built on the site.
When is the election?
June 8.
Who can vote?
All registered voters in
the City of Costa Mesa. If you are a citizen of Costa Mesa and are
not yet registered, you have until May 24 to register to vote for the June 8 election. You can get a registration form and more information at https://www.sos.ca.gov/nvrc/fedform/.
